Walter Frazar Burrell was born in Portland, Oregon in 1863. He owned large agricultural interests in Washington, Oregon, and Idaho, and sat on the board of directors of the Oregon Railway & Navigation Company. In 1895, he married Constance Montgomery, also of Portland. He died in Santa Barbara, California, in 1946.
