The town marks appears to be that of Virton, in the Belgian province of Luxembourg (E. Toepfer, Alte Goldschmiedkunst in Luxemburg, Luxembourg, 2004, p. 392). There is however no record of a C. L. Meyer working there. Pierre de Radzitzky has suggested Strasbourg as another possibility. Indeed an unidentified maker using the stamped name 'Meyer' is recorded as registering a mark in that city in 1773 (H. Haug, L'Orfévrerie de Strasbourg, Paris, 1978, table IV).
